Union local rules, referral processes, and how Gulfstream follows them

Every union local sets its own rules for membership, referrals, and dispatch. Gulfstream is an independent search firm — not a union, not a hiring hall — and we follow each local's rules when we place candidates with signatory contractors.

Who sets the rules

In the building trades, rules are set at the local level. Each UA, IBEW, or SMART local adopts its own bylaws, referral procedures, and membership requirements within its international's constitution. That means the process in one city can differ from the next — even within the same trade.

Because of that, we never state a local's dues, admission, or referral rules unless the local itself publishes them. Where we reference local information on this site, it comes from the local's own website or a named government determination, with the source shown.

How referral and dispatch typically work

Most locals operate a hiring hall. In general terms, members register on the local's out-of-work list, and when a signatory contractor needs manpower, the local refers members from that list according to its own rules. The exact order, registration requirements, and re-registration cycles vary by local — always confirm the current procedure directly with the hall.

  • Out-of-work list registration is handled by the local, not by any recruiter or contractor.
  • Referral order and eligibility are defined in each local's own referral rules.
  • Some locals also allow contractors to request specific members by name, under the local's rules.
  • Apprenticeship applications are separate processes run by each local's joint apprenticeship committee.

Where direct-hire recruiting fits

Gulfstream places candidates in direct-hire roles with mechanical, HVAC, plumbing, piping, sheet metal, and building controls contractors — including signatory contractors. A direct-hire placement is not a union dispatch: the contractor hires you onto its own payroll, and any union membership, referral, or dispatch obligations follow the local's own agreement and rules.

For salaried roles — project managers, estimators, VDC/BIM designers, service managers, and leadership — union referral rules generally do not apply the way they do for field dispatch, but the contractor's signatory status still shapes the working relationship. When a role touches a union-covered position, we tell you which local's jurisdiction the job sits in so you can confirm specifics with the hall.

How Gulfstream follows local rules

We are independent of every union. We do not represent any local, we do not dispatch crews, and we do not advise on organizing. What we do is recruit for contractors — and we do it in a way that respects the local framework the contractor operates under.

  • We never present a direct-hire role as a union referral or dispatch.
  • We identify the local whose jurisdiction a job falls in, using the local's own published information, so you know which hall to contact.
  • We publish local pay rates only from the hall's own sheet or a named government determination, and we label anything unverified.
  • We never state a local's dues, admission, or referral rules unless the local publishes them — we point you to the source instead.
  • Your application is confidential: we do not share your information with a contractor until you approve the submittal.

Questions to ask your local

Before you make a move, the hall is the authority on its own rules. Useful questions to ask directly:

  • How do I register on the out-of-work list, and how often must I re-register?
  • How does the referral order work for my classification?
  • What are the current dues and initiation requirements?
  • How does a direct-hire offer from a signatory contractor interact with my book status?
  • What is the current wage sheet and when does it next change?
